In May 2003, the Federation of Canadian Municipalities (FCM) and the Railway Association of Canada (RAC) signed a ( three-year) memorandum of understanding (MOU) to build common approaches to the prevention and resolution of issues that arise when people live and work in close proximity to railway operations. In January 2007, the FCM and the RAC signed a new (two-year) MOU to continue to build upon the successes achieved in 2003-2006.

To enable better communication and understanding, the FCM and RAC have developed a Community-Rail Proximity Initiative and Steering Committee. Under the MOU, the parties will jointly work through the Committee to develop and implement a strategy to reduce misunderstanding and avoid unnecessary conflict arising from railway-community proximity. Areas for action include: developing commonly understood proximity guidelines; improving awareness among all stakeholders regarding the need for effective planning and management; and developing a dispute resolution protocol to guide concerned parties when issues emerge.

The Canadian Association of Municipal Administrators (CAMA) has also joined the Committee, and may provide ongoing professional advice in an advisory capacity. Others may become party to the MOU with the consent of the RAC and FCM.
